Professor Spicer takes on a limited amount of consulting work. In addition to designing policy programs, drafting legislation and providing strategic advice to governments of all shapes and sizes, he has completed ward boundary reviews, governance reviews, various research projects, consulting papers, consultation strategies, and compensation reviews. In the past, Professor Spicer has also supported governments through governance and policy training.

He has worked directly with a range of municipal, provincial and Indigenous governments throughout his career, in addition to number of non-profits and professional and sector associations.
